
Louisiana Citizens Property Insurance, which writes homeowners policies for Louisiana residents in high-risk areas, developed a deficit of $825 million as a result of Hurricane Katrina. To cover the claims, Louisiana Citizens billed 146 private insurance companies $40 million.
