A legislative committee heard controversial, conflicting statements from federal and state officials who disagreed whether disastrous flooding in New Orleans was caused by overtopped levees or faulty design and construction. A spokesman for the U.S. Army Corps of Engineers said a federal report coming out in June will state that high water washed over the tops of levees.
