Dan Kyle, former legislative auditor, writes a letter to the editor: "There is simply no good reason for our insurance system to be in this poor condition." Kyle points out that last week the Insurance Rating Commission voted to grant Allstate a 52 percent rate increase for its New Orleans policyholders and the acting insurance commissioner was not present at the meeting.
