Two state regulatory agencies are investigating allegations that Blue Cross routinely cancels policies of sick members if there is an inconsistency in their application. The company does not care if it was an inadvertent error or omission, according to a knowledgeable employee. Many patients are therefore stuck with huge medical bills and no health coverage.
