Senators Michael B. Enzi of WY and Edward M. Kennedy of MA plan to introduce a bill that could dramatically change how drugs are tested and approved. The bill would essentially require drug makers to disclose the results of Phase 3 and 4 trials, have a detailed risk management plan to address safety problems after a drug is approved and pay fines for failing to execute this plan.
