Public Citizen and the Center for Auto Safety challenged a government guideline that says automakers can limit recalls to certain regions. The groups claim the guidelines amount to a "de facto regulation" and violate a federal law requiring that all vehicle owners be notified of a recall no matter where they live. The court disagreed and said the "guidelines are nothing more than general policy statement with no legal force" and that regional recalls are not barred by the Motor Vehicle Safety Act.
