Riddle: When can a stick or golf club be a proxy?

The New Orleans Times-Picayune reports, legislators use sticks and a golf clubs to reach across the aisles and punch the electronic voting buttons on the desks of colleagues who are absent at the moment a vote is called. House Speaker Joe Salter said technically if lawmakers are not present then they should not have votes cast for them in their absence. I'll say they shouldn't.
